Apparently, the trouble makers were well organised, having planned and prepared their tactics and it is said had members as some of the stewards. The new policy was implemented at the match from FIFA.

It goes something like this:
1) Ask fans to stop.
2) Halt the match again.
3) Abandon the game.

(or stop, suspend or even abandon a game).

Bulgaria will now be sanctioned.

I am not a football (soccer) fan, but this is a joke. This keeps on happening, over and over and over again, like a scratched record that never stops. Sanctioning a club or country (who pro-actively try to prevent this sort of thing to the best of there ability), is punishing the wrong people.

If the body has cancer, you don’t attack the body, you attack the cancer. Same principal here. Film the troublemakers, fine them (hit them in the pocket) and/or ban them from all football matches and stadiums for life. If you want them out of the game, that’s what you do. They will just keep on coming back or others will carry on for them, if you keep letting them come back again and again. You are punishing the wrong people, no matter what country is doing it, stop any troublemakers from ever doing it again at any match, by stopping them going to any games – period. Take note UEFA & FIFA.
